Mass incarceration is an extension of the Jim Crow laws pioneered in the American South to manage both opportunity and the behavior of blacks. Minority families and communities have been destroyed as the “3-strikes” rule and the “War on Drugs” has created an incarceration industrial complex that profits from wholesale discrimination. The United States has the highest incarceration rate of any first-world country; the cost of detainment is more than college tuition and affects generations.
